[Reportbug-maint] Bug#543147: reportbug: desktop file presence should equal working installation

Package: reportbug
Version: 4.6
Severity: normal

reportbug drops a desktop file into a directory which is automatically
picked up by DEs and thus makes the impression to be installed. However,
when one tries to invoke it through said desktop file it wants python-vte
to be installed first. I think the presence of the icon should equal
a working installation.
