If you set "ui" to "gtk2" in the .reportbug, then 

   reportbug --template reportbug

will pop up a (rather useless) window (if you are in X) or spew a bunch
of error messages (if you are at console).

This breaks interaction with other packages, e.g., debian-el, which want
to capture stdout from reportbug.

Thus, with --template, we should ignore the user-interface setting from
the rc file and simply print to stdout.
