$ grep -A4 "Use this to enable the internal MTA" /etc/reportbug.conf
# Use this to enable the internal MTA (bypassing /usr/sbin/sendmail)
# smtphost localhost
#
# You can also specify a port other than 25
# smtphost mail.example.com:2525

so /etc/reportbug.conf already has all the info you need, but the
message in --configure does not propose the alternative format, so I'm
going to clarify it.
