Hi Jim,

I'm not sure switching 'i' and 'a' options will fundamentally change
people behaviour, especially if you consider the first displayed choice
is :
Submit this report on reportbug (e to edit) [Y|n|a|c|e|i|l|m|p|q|d|?]?

which means the user who wishes to go further will use '?', read the
options and choose appropriately.
