[Reportbug-maint] Bug#554504: menu item silently fails to launch reportbug without python-vte

reportbug's menu item uses command
reportbug --exit-prompt --ui gtk2
If python-vte is not installed, a dialog pops up saying
Please install the python-vte package to use the gtk2 interface.
Falling back to text interface.
But then reportbug quietly fails to launch the text interface, since it's not running in a console.
