yes: launch reportbug against a package, search in the bugs list, then
send additional information to that bug report. We are also about to
implement a way to let users followup on bugs from the command-line
directly.

Although probably the best tool to do this is querybts.

What do you exactly mean? on the package bugs? or on the request for
package removal bug? if the latter, we don't have a way to retrieve
that information, since it's reported on another package
(ftp.debian.org).
