[Reportbug-maint] Bug#420903: Option in ~/.reportbugrc to X-Debbugs-CC auto-determined email address

When submitting a bug report with reportbug, I'd like to get
X-Debbugs-CCed, not just CCed.  That way, I get a copy with the bug
number.
