in the example of http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=540969
the person got the "orphaned" message wrongly. The package is not
orphaned, it is ITAed. Everything reportbug is telling them is wrong;
the person shouldn't consider adopting it, somebody already is, and
it's not true that their report might not be answered, it definitely
will because there is a new maintainer looking at bug reports. Also,
reportbug's check for whether or not a package is orphaned will not
catch a majority of cases where the package really is orphaned (if
there hasn't been a QA upload).
