[Reportbug-maint] Bug#544736: reportbug should either recomend vim or use /usr/bin/editor after --configure

	I was trying to report a bug from a kFreeBSD testserver however
reportbug fails to create the bug report after successfully running
reportbug --configure as there is no vim on the system. Please either
make reportbug recommend (at least suggest) vim, use /usr/bin/editor
for editing bug reports or configure en editor in --configure (at
least if no vim is present).
