[Reportbug-maint] Bug#578100: reportbug gtk crashes after choosing add tags but selecting no tags

1. enter a bug in the gtk package (for a package not installed)
2. At the first opportunity in the gtk wizard, I selected a tag upstream
3. I entered details of the bug
4. I as give the option again of choosing a tag, which I selected
5. I did not select a tag and tried to continue the wizard with no selection of a tag
6. segfault.
efforts to restart reportbug failed "could not contact the debian bug server".
reconfiguring as the text method allowed me to use reportbug again.
