This is no longer useful, since X-Debbugs-* can be used as
pseudo-headers, nowadays.

But Forwarded: _is_ a legitimate pseudo-header.

At the same time, the Forwarded: mail header:

* had never been official
* had been obsoleted 30 years ago
* had never been intended to be inserted by humans
