[Reportbug-maint] Bug#620849: should report overriding bugs for BINARY packages

Hi

Even when the user interface capitalizes that one should report overriding bugs (in the ftp.debian.org pseudo package) for BINARY packages, reportbug translates them to source packages before actually sending them...

Which means they have to be retitled afterwards.
