[Reportbug-maint] Bug#621531: reportbug: Please support adding package name to subject even in expert mode

In expert mode, reportbug silently skips adding the package name to the
subject when not already present. I actually find it convenient that
reportbug automatically includes this, so I don't have to manually type
it. I'd like to have reportbug add the package name to the subject even
in expert mode. If I don't want it there, I can easily enough delete it
in the editor.
