Asking M-x debian-bug from debian-bug.el of the debian-el package 34.1
to report a bug about fvwm gets an error.

I think it's running roughly

    reportbug --template -T none -s none \
      -S normal -b --list-cc=none --no-bug-script \
      -q fvwm

and assuming that's a correct usage then it gets that error,
