Are you still able to replicate this problem? I tried with fr_FR.UTF-8
(and also with .utf8) and I can get the line correctly encoded:

/etc/apcupsd/apccontrol [Errno 13] Permission non accordée:
u'/etc/apcupsd/apccontrol'
/etc/apcupsd/apcupsd.conf [Errno 13] Permission non accordée:
u'/etc/apcupsd/apcupsd.conf'
/etc/apcupsd/changeme [Errno 13] Permission non accordée:
u'/etc/apcupsd/changeme'

and so on (this is an example). Please let me know.
