[Reportbug-maint] Bug#650657: reportbug: Maybe wrong pseudo-header block when reporting a bug against reportbug

Hi!

Sorry if it indeed is not a bug, but when reporting a bug (using
reportbug) against reportbug I am getting the pseudo-headers split into
two blocks. For example:

Subject: reportbug: Some problem here
Package: reportbug

Version: 6.3
Severity: wishlist
=====

(empty line between "Package:" and "Version:")

I cannot reproduce this behavior against other packages (only for
reportbug).

Shouldn't the pseudo-headers be in one single block?
