In version 6.2 of reportbug, the e-mail setting is ignored (both
environment variable "DEBEMAIL" and program option "--email"). When I
try to report a bug, it claims it would send it to the specified
address, but instead, I get this bounce mail:

  $LOCALMAIL = my local e-mail address (not valid on the Internet) in my LAN }

Downgrading to reportbug 6.1 and python-reportbug 6.1 makes reportbug
honor the e-mail settings again, as it always did.
