[Reportbug-maint] Bug#695071: reportbug should not add the header when --bodyfile is given

When sending bug reports with the --bodyfile option, reportbug still
includes the above header, which is a nuisance for the maintainer.

I suggest not adding the header when --bodyfile is used.
