[Reportbug-maint] Bug#682231: reportbug reacts to ctrl-c only after filling asked fields

reportbug exits on Ctrl-C only after user press Enter in bug title field. 

I think exititng instantly is more rational: if user press ctrl-C, found reportbug does not exit and continue to fill bugreport, all entered data will be lost _after_ user done.
