[Reportbug-maint] Bug#681157: reportbug: "reportbug src:foo" will file bug against "Package: src"

Control: retitle -1 "reportbug src:foo" files bug against "Package: src"

This seems to affect all bug reports for source packages.  The part
after the colon gets stripped, ie. "reportbug src:foo" will generate a
bug report containing "Package: src" (with the source package name missing).
