[Reportbug-maint] Bug#671398: reportbug: Does not complain when file for attachment is not found

Dear Maintainer,

I wanted to send a file via bug report, so I ran "reportbug" with the -A option, 
specified the file name (reportbug condor -A condor_de.po), made the report and 
as I got my copy of the report, I wondered why it had no attachment. I 
re-checked the command I used and the file and figured out: There was a letter 
missing in the file name of the file itself (codor_de.po), so reportbug was 
unable to find it in the directory, but it didn't mention this all the time.

So, would you please be so kind and let reportbug check whether the file really 
exists before handling it? Would be great, thank you!
