[Reportbug-maint] Bug#640191: RFC 2822 compliancy - message bounced by gmail

Hi,
I am subscribed to debian-mentors, this list receives e-mails from the
bugtracking system. This is the second time now that I received a
message from listmaster that an e-mail has been bounced.
The x-mailer field refers to reportbug 6.4.4 (currently in stable,
testing and unstable), google complains about duplicate 'To' fields.
Looking into the message I see this (the sender has been changed by me):
From: Some User <someuser at example.com>
To: Debian Bug Tracking System <submit at bugs.debian.org>
From: "Some User" <someuser at example.com>
To: submit at bugs.debian.org
Clearly this isn't correct.
Full error message from google on this:
