[Reportbug-maint] Bug#730236: reportbug: After initial config, reportbug should remember its old command options

Steps to reproduce:
1. On a clean user account, run 'reportbug' with an argument (I did
-B debian when using an Ubuntu reportbug, but probably the other ones
work too)
2. Fill in the initial configuration
Expected result: reportbug proceeds with the arguments I passed
Actual result: reportbug forgets I passed arguments (in the case of -B
debian, it then quits because it needs a flag).
