[Reportbug-maint] Bug#770128: reportbug: please add a mode for reporting bugs in remote systems

debian.org and other servers/containers don't usually have reportbug
installed. I would like to be able to run reportbug on my desktop and
have it ssh into remote servers and run the commands necessary to get
the normal reportbug template with details of kernel, dependencies etc
from the remote server into the bug report. The checking of bug reports
for a package would happen locally though.
