[Reportbug-maint] Bug#736214: [reportbug] is still losing complete bug reports

a year after, and reportbug is still losing complete reports, when smtp-part fails! how ironical!
still no backup copy of the text…
and IMHO, losing data is more severe than normal. 

that happened on a fresh debootstrapped jessie, with no exim4/postfix installed automatically.
so, out of the box, this is not able to work.
