Apologies, but this hit me again recently.

For those of us who want to use reportbug without being provided at least
a URL to a page that describes how to send a control message to re-open a bug,
it would be great to have this feature implemented.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
   * What was the outcome of this action?
   * What outcome did you expect instead?
