[Reportbug-maint] Bug#790239: reportbug: URL links are opened with error at least in GUI

Dear Maintainer,

When I open some URL in GUI e.g. by pressing on "Homepage of reportbug project"
button on the welcome screen I see a new web browser window (I use Google
Chrome by default) in incognito mode (it is already strange situation) with
three tabs:
1) certain URL (e.g. http://alioth.debian.org/projects/reportbug)
2) file:///opt/google/chrome/google-chrome
3) and the same as the second tab file:///opt/google/chrome/google-chrome

At the same time, I see the following message in a terminal:
$ reportbug
[8344:8344:0627/181409:ERROR:nss_util.cc(819)] After loading Root Certs,
loaded==false: NSS error code: -8018
Created new window in existing browser session.

Thus I am confused with the following things:
1) the new window are opened instead of a new tab in the existing window
2) the window uses incognito mode
3) there are two strange extra tabs with file:///opt/google/chrome/google-
chrome
4) I see the error message in my terminal
