[Reportbug-maint] Bug#329298: reportbug: querybts: offer to subscribe users

I would love to have this feature as well.

When querying for an existing bug report, having a template to subscribe to the
bug would be nice to have.

Similarly, it would be great if providing info to an existing report would
either 1) subscribe the submitter automatically (within the BTS) or 2)
immediately submit a subscription request (in reportbug itself).

It's almost always the case that if I provide extra information, I also want to
track the progress of the report.
