[Reportbug-maint] Bug#846778: reportbug: launches mutt with wrong path

Thanks you for poting reportbug to Python 3!

Since the update to 7.0.0, using reportbug with mutt does not correctly launch
mutt anymore. The path to the mail generated by reportbug is passed incorrectly
to mutt. mutt reports:

tmp/reportbug-reportbug-20161203-17541-vn40boh6: No such file or directory

Note the missing / in the path.
