[Reportbug-maint] Bug#848207: GUI is called gtk2 even though it's gtk3

The graphical user unterface can be started via
reportbug --ui gtk2

This is confusing because it actually starts a gtk3 based interface.

Either gtk2_ui.py should be renamed to gtk3_ui.py or the version dropped
altogether and named gtk_ui.py
