[Reportbug-maint] Bug#843337: reportbug: test suite fails when ‘mh’ command not available

Package: reportbug
Version: 6.6.6
Severity: minor

I have installed all build dependencies (“Build-Depends” and
“Build-Depends-Indep”) for ‘reportbug’, so the test suite should pass.

Instead, the test suite fails in the absence of the ‘mh’ command,
which is not brought in by any dependency:

=====
test_mua_exists (test.test_utils.TestMua) ... FAIL

======================================================================
FAIL: test_mua_exists (test.test_utils.TestMua)
----------------------------------------------------------------------
Traceback (most recent call last):
  File "/home/bignose/Projects/debian/reportbug/devel/test/test_utils.py", line 377, in test_mua_exists
    self.fail("%s MUA program not available" % mua)
AssertionError: mh MUA program not available

----------------------------------------------------------------------
=====

One of these two resolutions is needed:

* If the ‘mh’ command is a strict dependency of the code base, then
  the build dependencies should be corrected to ensure that command is
  installed.

* If the ‘mh’ command is not a strict dependency of the code base,
  then the test suite should not fail when that command is absent.
