I have installed all build dependencies (“Build-Depends” and
“Build-Depends-Indep”) for ‘reportbug’, so the test suite should pass.
Instead, the test suite fails in the absence of the ‘mh’ command,
which is not brought in by any dependency:

One of these two resolutions is needed:
* If the ‘mh’ command is a strict dependency of the code base, then
the build dependencies should be corrected to ensure that command is
installed.
* If the ‘mh’ command is not a strict dependency of the code base,
then the test suite should not fail when that command is absent.
