I don't see that behaviour, with Reportbug version “6.6.6”:

=====
$ reportbug --version
reportbug 6.6.6

$ grep ui ~/.reportbugrc | grep -v '^#'
ui gtk2

$ aptitude show python-gtkspellcheck | grep Version
Version: 3.0-1.1

$ LANGUAGE= LC_ALL= reportbug

=====

The GUI appears correctly, with no crash.

What else is needed for someone else to reproduce the behaviour you
report?
