it feels really weird `locales` was not installed: from
https://qa.debian.org/popcon.php?package=glibc that packages is
available on 99.43% of the machines submitting popcon information, so
it seems to me it's was not installed/removed on purpose.

Nis, what do you think we should be doing here? i'm tempted to close
this as a user configuration error, but we can also consider
explicitly add locales to depends
