[Reportbug-maint] Bug#862415: reportbug not starting from xfce

Dear Maintainer,
I am running xfce on debian-stretch.
In xfce's panel there is a launcher for
reportbug (Applications -> System -> Reportbug)
However, I am only able to run reportbug from
the commandline.
