[Reportbug-maint] Bug#880857: reportbug: incorrectly suggest installing packages from experimental

Dear Maintainer,

When reporting a bug about a package that also have a version in
experimental it suggested me to install a version from there.

Experimental packages should not be suggested during a bug report.
