[Secure-testing-team] automatic CAN updates

I've set up a daily cron job to automatically update the CAN list with
new CANs from Mitre. This includes noticing CANs that were reserved
before and no longer are, and adding TODO items for unchecked CANs. Also
for CVEs.

Unfortunatly this means we have about 400 more unchecked CANs and CVEs now..
Please help me check them.
