[Secure-testing-team] proftpd, low impact DoS bug

This impacts for sure 1.3.0-12 in testing/sid (I'm going to upload -13 for that), and
I'm evaluating if it can be of interest for current stable. In that
case, stable team will receive pointers for an up-to-date package.
