[Secure-testing-team] marking experimental packages

Hi,
reading the narrative introduction file I see that we use 
<itp> in cases where there is a potential to introduce a 
security bug when the package enters unstable.

Looking at the mambo bugs where the package is also not yet 
in unstable but in experimental I think an <experimental> 
tag would be also useful since apart from the fact that 
there is already a package it should be the same potential 
as for itp bugs.

What do you think?
