[Secure-testing-team] remove obsolete packages from testing-security

Hi Jörg,

please remove

php4
libcairo
mydns

from testing-security and testing-proposed-updates. They have been 
removed from testing and unstable. (libcairo has been obsoleted by 
cairo, which is already in testing).

Some time in the future, a more automatic solution would be nice (see 
#464045). But that's not urgent.
