[Secure-testing-team] Security Repository is empty ? (http://security.debian.org/debian-security/dists/testing/updates/main/binary-amd64/Packages.gz )

Dear secure testing team, 

I'm a new hand on the Debian testing
system. 

Is it normal that the security repository
(http://security.debian.org/debian-security/dists/testing/updates/main/binary-amd64/Packages.gz
) is empty? 

According to the
https://security-tracker.debian.org/tracker/CVE-2014-3634, should there
be at least rsyslog package and its related packages ? 

Or the link is
not the security repository of testing release?
