restorecon -R -v /var/lib/dpkg

If you run the above command on a Debian SE Linux system you will probably 
find that some contexts are wrong.  In my APT repository I have just added a 
new version of dpkg which I believe fixes the common cases of this bug (there 
is still a potential issue with the ohshit() function).
