There is no separate targeted policy.  The default policy uses MCS which has 
MLS labels but is simpler than MLS.  Whether you have a "targeted" or "strict" 
configuration depends on the roles you assign for user logins, the default is 
unconfined_r:unconfined_t which is "targeted".
