[Shootout-list] bugs where?

Sorry for dumb question: where should bugs in the build
be reported, here, bugtracker, or both?

bin/make_highlight is a perl script but it doesn't
execute in the CVS version because it doesn't have
execute permission.

BTW: there's a highlight file for Felix called 'misc/flx.lang'
in the Felix tarball.
