I can offer extensive private commentary on that to anyone who's
interested.  Publically, to avoid a long off-topic post, I'll just say
that it's a question of degree.  INRIA is an academic body and views
OCaml as a research project.  However, it has made many more concessions
to industrial reality than the SML guys have.
