imho this is a unsolved question.
what is ''a language''?
waht is ''an implementation''?
what do these words mean when they are used in the shootout?

i think it would be helpful to many discussions on this list if we had a 
common understanding of this.
i have made an attempt to do so, but it was not the main purpose of the 
discussion and nobody answered that part of the post.
is there an interest now?
