No, it's clearly not.  Just as clearly, it allows the use of OO
programming techniques.

Letting each language take its best shot at the task, and reporting how
well it does.

Of course not.  Why should we?  None of us here really have common goals
beyond "improve the shootout", and we have different ideas of what
"improve" means.
