[Shootout-list] shootout MLton fannkuch implementation

For a reason that I don't understand, the MLton (and SML/NJ)
implementation of fannkuch was moved to the "interesting alternative
programs" section.

In any case, I checked in a new version based on the OCaml one that
appears to be in the normal section.

Hopefully that means the MLton one can be in the normal section (and
hence get counted) as well.

I'm not quite sure what configuration file to tweak to make it count
again, though, so if y'all could help me out it would be great.
