He is ALSO free to suggest changes to the Shootout. It is a
community project for which help is solicited. Some of us believe
in discussing changes then doing them, rather than unilaterally
making changes and telling people who don't have CVS write access,
or who do but prefer to act only when there is a consensus,
that they're free to go elsewhere.

Making the kind of comment you just did invites angry breaches
of 'Netiquette'. You're acting like you're the owner and
originator of the project and do not desire anyone else to
contribute to it.
