[Simple-cdd-devel] Bug#784073: simple-cdd should depend on mtools

I'm not sure I should add a dependency on mtools for simple-cdd, as
simple-cdd does not use mtools directly.

It should be installed, as debian-cd recommends mtools, and users who
disable recommends should know how to troubleshoot missings recommends.
