You need to use the --keyboard from the commandline or keyboard= option
in profiles/*.conf. The question is asked before preseeding is loaded,
so it needs to be specified from the boot prompt.
I'm not sure if that's sufficient to handle all the variant options
you need, in which case, please file a bug report to the debian bug
tracking system.
